Future Representation Model
Overview
We are embarking on an extensive consultation process to engage with our iwi, hapū and whānau to discuss potential future governance representation models.
During Aotearoa’s Alert Level 4 lockdown in September 2021, we were unable to carry out our engagement process in a safe way following restrictions around gathering numbers. We are extremely mindful about the urgent need to keep all of our whānau safe through COVID, particularly our koeke, and we were not prepared to put anyone at risk through this process. This engagement will now recommence early in 2022, with revised timings in the table below.
This kaupapa has been developed following questions and feedback at our last several AGMs requesting a review of our governance representation model to ensure it is fit for our current and future operating environment – and to benefit our future generations. Our current governance representation model has been in place since 2006.
Over the past 12 months, our senior team have researched, investigated and developed a number of potential future models – see graphic below. After significant Board discussion, these have been refined to three proposed models to be presented to whānau for input and consultation. There is also the opportunity for iwi and hapū to co-design an alternative model.
This is a significant but exciting time for Te Arawa Lakes Trust and its beneficiaries. Together we have achieved a great deal, and we have built a solid foundation to deliver greater social, economic, environmental and cultural outcomes for whānau now and for many generations to come.

Why is Te Arawa Lakes Trust looking at potential, future governance representation models?
One if the topics raised at recent AGMs has been around the governance representation model for Te Arawa Lakes Trust. In particular, some of our hapū have requested a review of our representation model to ensure it’s reflective of our iwi now and going forward, and supports the best possible outcomes for whānau.
How has this come about?
After receiving this feedback from whānau at our AGMs, the Board tasked members of the Te Arawa Lakes Trust senior team to explore and develop some options for potential future governance models.
A number of models were developed over the past 12 to 18 months, with three proposed models to be presented to whānau for their views and input. There is also the opportunity for hapū and iwi to be involved in co-designing a potential fourth option.
Why does our governance representation model need to change?
We live and work in an ever-changing environment and it’s important that the Trust’s governance and representation model evolves over time to ensure it’s reflective of our iwi and hapū now and into the future, so that we can support the best possible social, economic, environmental and cultural outcomes for whānau. The current governance representation model has been in place since 2006.
What are the current and proposed potential future governance models?
The models are pictorially demonstrated in the above section and include:
1. Our Current model, with nine trustees – three each representing Te Kawatapuārangi, Tūhourangi and Te Ure-o-Uenukukōpako
2. A Mana Whenua model with 12 trustees – based on the mana whenua of our lakes and the size of our lakes (similar to the historic Te Arawa Māori Trust Board model)

How were these developed?
Over the past year, our senior team have researched and developed a number of potential future models. This mahi has included taking a look at how other iwi are structuring their own governance and representation model, including taking into account the learnings from Ngāi Tahu and Waikato Tainui.
What is the process to make a final decision?
Each of the potential models has different benefits, costs and challenges and it is imperative that we have input from as many whānau as possible before any decisions are made.
This is just the start of a process where we will have multiple rounds of consultation. There are a number of hui planned that are open to all Te Arawa Lakes Trust beneficiaries to attend.
We will be holding a final hui at the Novotel, which will be advertised on our Facebook, website, local paper and in our e-panui once confirmed.
Once we have completed this extensive consultation, we will refine a recommended model for another round of consultation with whānau before eventually being put to a Special General Meeting in 2023.
We want to strongly reinforce that no final decision will be made until after we have completed extensive consultation and ensured that as many whānau as possible have had the opportunity to have their say.
If the governance representation model is going to change, when will this come into effect?
This proposal will not be part of this year’s election process. It would be recommended for the 2024 elections – the same year as the 100 year anniversary of the original establishment of the Te Arawa Māori Trust Board.
Who will get to have the final say?
We have an extensive programme of consultation in this first round. Once this feedback has been taken on board we will refine a final recommended model for a further consultation. Once complete, it will be put to a Special General Meeting for a vote to approve the model.
How can I provide input?
We are encouraging as many whānau as possible to be part of this process and to provide input via our various engagement hui. There will be a further opportunity to be part of a second consultation before eventually going to a Special General Meeting in 2023
